This book investigates the problem of bit allocation for spatial and spatio-temporal scalability video coding of H.264/SVC. Little prior work deal with the H.264/SVC bit allocation problem considering the correlation between the enhancement and base layers. Nevertheless, most of the bit allocation algorithms suffer from high computational complexity which grows significantly with the number of layers. In this book, single-pass spatial and spatio-temporal bit allocation algorithms based on dependent Rate-Distortion (R-D) modeling are proposed. In both algorithms, the R-D model parameters are adaptively updated during the coding process. Experimental results demonstrate that the proposed algorithms achieve improvements in the coding gain as compared to the multi-pass model-based algorithm and the Joint Scalable Video Model (JSVM) FixedQPEncoder.

This volume contains the long-awaited 'retrospective' of declassified U.S. government documents on the 1953 coup in Iran. The volume includes fascinating details on Iranian, American and British planning and implementation of the covert operation, as well as information about U.S. contacts with key figures such as Ayatollah Abol-Ghasem Kashani, and insights into U.S. concerns about the growing influence of the communist Tudeh Party. The publication is the culmination of decades of internal debates and public controversy after a previous official collection omitted all references to the role of American and British intelligence in the ouster of Iran's then-prime minister, Mohammad Mosaddeq. The volume is part of the Department's venerable Foreign Relations of the United States (FRUS) series. For decades, neither the U.S. nor the British governments would acknowledge their part in Mosaddeq's overthrow, even though a detailed account appeared as early as 1954 in The Saturday Evening Post, and since then CIA and MI6 veterans of the coup have published memoirs detailing their activities. Kermit Roosevelt's Countercoup is the best known and most detailed such account, although highly controversial because of its selective rendering of events. In 2000, The New York Times posted a 200-page classified internal CIA history of the operation. In 1989, the State Department released what purported to be the official record of the coup period but it made not a single reference to American and British actions in connection with the event. The omission led to the resignation of the chief outside adviser on the series, and prompted Congress to pass legislation requiring 'a thorough, accurate, and reliable documentary record' of U.S. foreign policy. After the end of the Cold War, the CIA committed to open agency files on the Iran and other covert operations, and the State Department vowed to produce a 'retrospective' volume righting the earlier decision. But it took until 2011 for the CIA to - partially - fulfill its commitment, and even then it was only in the form of a previously classified segment of an internal account of the coup that for the first time included an officially released explicit reference to the agency's role in 'TPAJAX,' the U.S. acronym for the operation. Roughly two years later, after years of research by historian James C. Van Hook, as well as internal negotiations between State and CIA over access to the latter's records, the Office of the Historian at the Department produced a draft of the retrospective volume, which then had to await top-level clearance. What explains the refusal by two governments to acknowledge their actions, and the inordinate delays in publishing this volume? Justifications given in the past include protecting intelligence sources and methods, bowing to British government requests and, more recently, avoiding stirring up Iranian hardline elements who might seek to undercut the nuclear deal Iran signed with the United States and other P5+1 members in 2015. He had no urge to harm them, he just had terrible fears that he might. He was obsessed with 'not' being responsible for any harm to an elderly lady. Life, in general society, became unbearable! He decided that prison was the answer to his prayers; a safe haven. No old women in prison! A life of crime, with little regard to detection, followed. Life in British jails as a young prisoner and terms in young offenders instituitions are described. You might feel pity or, perhaps, disgust when reading his unusual, but true, story. About the Author Having written this book over a long period of time was quite satisfied wih the end result! Felt the illness was described fairly well and, hopefully, life as a young offender. Book Extract He didn't care. Maybe that wasn't true. As the words of fury passed his lips his left hand grasped his right. He knew the reason - he certainly wasn't going to strike an old woman. No chance. The road was quiet with fields on one side and trees the other. 'Did you hit that woman?' Charlie asked himself yet again. 'Can you remember punching her?' He replayed the moment in his mind attempting to ease his fears. 'No, I can't picture myself clumping her,' he answered his own question. 'What if you did harm her in some way,' the voice, presumably his, forced an entrance. Charlie, too concerned with his own predicament, ignored the distant sounds of laughter. He failed to notice the three youths until he walked into them. Maybe he had seen them but, being so on edge, didn't care. He wouldn't even deny walking into the group on purpose. What had he got to lose? 'Watch it, mate,' shouted one of the group, 'why can't you look where you're going?' 'Get fucked,' Charlie growled, in no mood for sensible suggestions. He wasn't scared of their reaction, his mind being filled with more urgent matters. It wouldn't have bothered the young man if he finished the evening in a casualty department; all he craved was reassurance that he hadn't assaulted the elderly female. While that concern occupied his thoughts, nothing else was of importance. This single-minded approach exasperated the stocky youth - it took a great deal to infuriate Charlie but where much had failed, his deranged thought process succeeded. He attempted to push pass the gang who prevented his progress. Caution had been thrown to the wind - why should he show respect to others when his own mind was intent on destruction.
